Project Update -- March 15, 2010

The District’s Operation and Maintenance Department is working on a number of system upgrade
projects. The purpose of the work is to replace, rehabilitate and/or improve the water and sewer
infrastructure to meet the District’s goal of providing reliable utility service to your home. Some of the
projects include:

• Replacement of water mains and laterals. This is by far the District’s largest project, involving
replacing approximately 2,500 lineal feet of water main, 105 laterals, 4 fire hydrants, and
associated meter pit upgrades. The project will start in June and continue through August 2010.

• Raise sewer manholes and water valve boxes. Sewer manholes and water valve boxes that are
lower than the surrounding street pavement will be adjusted upward and repaired. Work will
start in June and continue through August.

• Pavement resurfacing. The project involves a process called MicroPaving. The process is
required by Placer County as a permit condition. It is similar to slurry sealing, and will affect
areas where water main or sewer lines were replaced during the 2008, 2009, and 2010 water and
sewer construction projects. In some locations, the entire width of the street will be treated. In
other locations there will be smaller patches of treatment. Work will begin in September and
will take approximately ten days to complete. See attached map.

• Inflow and Infiltration detection and repair. Several projects this summer will seek to reduce
Inflow and Infiltration (I&I) to the District’s sewer collection system. I&I is caused by cracked
sewer pipes, off-set pipe joints, and faulty sewer connections. When the ground water levels are
higher than the depth of sewer system (which is normal during Spring months), clean water
seeps into the collection system, reducing capacity and increasing treatment costs. This year’s
I&I reduction projects will include:

- Television inspection of the gravity sewer system. The inspection will identify areas
with cracks and off-set pipe joints, sags that allow the buildup of grease and solids that could
cause a spill and other conditions that require attention. TV inspection will start in late
April.

- Smoke testing. Smoke testing involves injecting smoke into isolated parts of the sanitary
sewer system as a means to detect defects in the collection system. Residents will be notified
in advance of smoke testing in their region, and receive specific details about the procedure
and what to do if you detect smoke in your house. The smoke is harmless, and simple
measures (keeping water in your plumbing traps) will ensure an effective test while
maintaining everyone’s comfort and safety. Smoke testing will begin in September and
continue through October.

- Sewer system rehabilitation. Once the television inspection and smoke testing have
been completed, sections of the sanitary sewer system will receive repair sleeves, and other
sections will be replaced in entirety. Construction will start in June and continue through
September.

- Installation of chimney seals. This simple measure involves installing rubber sleeves
between manhole lids and cones. Each installation is a quick process, requires no road cuts,
and will have minimal impact to the public. Work will occur in August.
